Avicenna University Board of Founders
Avicenna University’s Board Founders has established Avicenna University as a non-for-profit university in the spring of the year 2010 by a number of lecturers who have highly academic degrees and research experiences. The board includes 13 lecturers of the university where their names are listed in third article of the university’s constitution. The board of founders is the highest decision making and policy making body of the university that meet three times per semester, making decisions on the strategic issues of the university including the university’s objectives and financial, academic and other executive plans of the university. Based on the constitution of the university, when board of trustees is not established, board of founders play its role, and also it has the authority to decide about the financial need, audit, evaluation and introduction of the chancellor to the board of trustees. Biography of Board of Founders of Avicenna University:
Mohammad Amin Ahmadi, Ph.D
Dr. Mohammad Amin Ahmadi is son of Bostan who born in 1964 in Baghchar village of Orozgan Province. He has done his schooling in his village and continued his high school in Iran in his young age and continued his education, research and teaching at the universities for another 25 years. In addition to religious studies including Fiqh, principle of fiqh, Interpretation of Quran and Islamic Erfan, Dr. Ahmadi has done his Ph.D in Islamic Philosophy at Tehran University. He thought both Masteral and Bachelor degrees at International Society of Almustafa in Tehran from 2001 to 2007 and Masteral and Bachelor Degrees at Tehran University from 2005 to 2007. Dr. Ahmadi served as Chancellor and Lecturer of Kateb University from 2008 to 2010. He established Avicenna University as a non-for-profit university in 2010 together with his other colleauges and he has been appointed as the chancellor of the university by the board of trustees. Dr. Ahmadi served as member of ICOIC from 2010 to 2015, in this role he has been suggested by the President Hamid Karzai and gained confidence vote and approval of the Parliament of Afghanistan. He has also served as member of Commission for Tadqiq of the Constitution from 2003 to 2005, member and General Director of Academic Board of Center of Afghanistan Writers in Iran from 1993 to 2003, Chief Editor of Contemporary View Magazine from 2003 to 2005, General Director of Seraj Social and Cultural Center from ……, Researcher in Iran Strategic Research Center – Dupty of Islamic Andisha, Researcher and Academic member for Islamic Culture and Science Research Center from 1993 to 1997, and also 20 research-based academic articles, advising 20 theses, and 4 translations are recorded to his background. Dr. Mohammad Amin Ahmadi is one of the lecturers, chancellor and member of board of founders of Avicenna University, board member of coordination of academic affairs of Ministry of Higher Education and Chief Editor of Andishae Maasir Research and Academic Magazine.
Gholam Haidar Allama, Ph.D
Dr. Gholam Haidar Allama is originally from Waras District of Bamyan Province, born in Kabul Province in 1971. His got his bachelor in Law from Mashad Razawi Islamic Studies University in 1996 and another bachelor degree in Persian Language and Literature from Payame Noor University of Mashad in 1999. Dr. Allama received his Master Degree in Criminal Law and Criminology from Mashad Razawi Islamic Studies University in 2001 and got his Ph.D from Shahid Behishti University of Tehran which is one of the highly accredited universities in the region in the field of law. Considering his knowledge and academic capabilities aiming to serve his country fellows, he has undertaken the following activities:
Dr. Allama has worked from 2005-2006 with Afghanisan Independent Commission of Human Rights as head of Research and Policy and worked from 2008-2011 as Teacher for Judicial Setage. He has been the director of Law Faculty of Kateb University from 2008 to 2009. He is one of the founding members of Avicenna University and worked as the academic vice chancellor of the university for three years. Dr. Allama has worked as advisor of Attorney General on International Affairs from 2012 to 2013 and from 2014 to 2015 he served as focal point for curriculum development for International Law Organization. He is currently working as deputy of General Attorney on Judicial Presecution Affairs and lecturer of Avicenna University.
In addition to the abovementioned activities, Dr. Allama has attended national and international conferences including:

Mohammad Amir Noori
Mr. Mohammad Amir Noori is born in 1959 in Lal and Sarjangal District of Ghor Province. He is vie chancellor for academic affairs and one of the members of the Board of Founders of the university. Mr. Noori has recieved his bachelor degree in Business Economics and his Master degree in Economics from Ferdawsi University in Mashad Province of Iran. He was elected as the representative of Afghan refugees in Iran in 2002 to represent them in the Loya Jirga in Afghanistan. He has served as the commissioner for Afghanistan Independent Commission and Administrative Reforms from 2005 to 2011 both in the board of recruitment and board of complaints of the commission. He has also worked as Sr. Economic Advisor to the Second Vice President of Afghanistan from 2012 to 2014.
In addition to his prominent experiences in the field of public administration, he has rich experiences in the area of academic and research activities. He has been working in the area of research from 1992 to 2002 in one of the research centers in Iran and he has been selected as the best researcher, his two books as a result of his research has been selected as the best books of the year in Iran. After returning to Afghanistan in 2002, he has served as lecturer of Herat University until 2004, from 2004 to 2005 as vice chancellor and lecturer of Bamyan University, from 2008 to 2009 lecturer and dean of economics of Kateb University. He has also served as honorary lecturer at Kabul University for one year. Mr. Noori has founded Avicenna University in 2010 jointly with others and served as dean of Business and Economic until 2018 and has been selected as vice chancellor for academic affairs in 2019.
Mr. Noori has published seven books, eight scientific and research based articles as well as presented several scaientific seminars and speechs. He is currently member of Board of Founders, vice chancellor for academic affairs and one of the lecturers of Avicenna University.
Dr. Zakir Hussain Ershad, Ph.D
Dr. Zakir Hussain Ershad was born in 1975 in Qarsob village of Jaghto District of Ghazni Province, attended school in that village and left the country in 1991 to continue his higher education. Dr. Ershad has begun his education in religious school and completed fourth level of Seminary school in jurispredence. He has admitted to Imam Khomaini Higher education institute in 1998 and studied his Bachelor and Master Degree. He has admitted to Tehran University which is one of the best national university of Iran in 1006 to study his Ph.D and defended his dissertation with the title of “national state and development in Afghanistan” in 2012. He has also passed a postgraduate studies of pluralism in California University.
Dr. Ershad has served as Advisor for the Ministry of Education of the Islamic Republic of Afghansitan and has authored teaching books of the ministry. He is also a founder of Kateb University and continued his teaching in that institution. In addition to teaching, he served as dean of Political Sciences of the university.
Dr. Ershad is also a member for the Board of Founders. He has served as lecturer, dean of Political Sciences of the university and vice chancellor for academic affairs of the university. Dr. Ershad has been elected as chief of Board of Founders of the university in 2019 through a transparent election which takes place once in a three years.
In addition to his academic accomplishments at the universities, Dr. Ershad has served as a member of board of executives of the association of private universities of Afghanistan since 2014 and at the same time appointed as the deputy of this union in cultural affairs. He has been appointed as deputy for academic affairs of the association in 2016 and serving there since then. Dr. Ershad has also one of founders of Rahborde Naw Cultural Organization and Sanayee Organization and CEO of Rahborde Naw Magazine, Sanayee Magazine and Kitabe Sina. He has authored two books, more than 20 scientific articles and he is also member of research team of Avicenna University. Dr. Ershad is research fellow, member of Ayendae Roshan (Bright Future) and Contemporary History Research Centers.
Abdullah Shafaee, Ph.D
Dr. Abdulla Shafaee was born in 1972 in Baghchar Village of Oruzgane Khas District of Oruzgan Province and migrated to Iran with his family in 1981. He has graduated in 1985 from high school and studied his bachelor and master degree in Mofid University respectively from 2005 to 2008 and 2005 to 2008 and his Ph.D in 2013 from Tehran University.
Dr. Shafaee has attended several national and international seminars including international seminar on family rights in Iran and a three month study program in Germany. In addition to study, he got involved in researches and writings so he produced many papers in law and jurisprodence including Shiates Status law in Afghanistan, Max Plunk Guidance for Shiates Family Law in Afghansitan, Max Plunk Guidance for Property Rights in Afghanistan and artificial Contract and its effect in Money and Capital Market. He has authored more than 30 scientific articles which have been published in national and international magazines.
Dr. Shafaee has tremendous achievements in working in government positions. He has served as Legal and Parliamentary Advisor for Second Vice President of Islamic Republic of Afghanistan, Member of Academic Board of Avicenna, Member of Board of Founders of Avicenna University, Vice Chancellor of Mazare Sharif campus of Avicenna University, Dean of Law Department of Avicenna University, Director of jurisprodence and Law Department of Andisha Foundation, Member of Academic Board of Kateb University, Member of Committee for revision of Shiah Status Law, Member of Afghanistan Independent Bar Association of Lawyers, Member of Afghanistan Legal Studies Center, Member of Kitabe Sina Writer’s Board. Dr. Shafaee has received Ghazi Mir Masjidi Khan Medal, Allama Mahmood Tarzi Festival Appreciation (by the Ministry of Foreign Affairs), Student Research Award from Mufid University, Shaikh Tosi Festival Appreciation, Iran Cultural Empowerment Festival Appreciation, Appreciation for participation in foundation of Kateb Institute of Higher Education, Balkh Book Festival Award, International Procurement Certificate, Certificate on Principle, Technics and Arts of International Negotiation.
Dr. Shafaee has been appointed by the president as member of Independent Commision for Overseeing the Implementation of the Consitution and was approved by the parliament in 2015.
Ali Reza Rohani, Ph.D
Dr. Ali Reza Rohani is son of Aburrazaq who was born in 1969 in Jaghori District of Ghazni Province. In addition to his Religious Education, he has received his Bachelor, Masters and Ph.D from Iran. He has received his bachelor degree in law, his Master degree in Human Rights and he is doing his Ph.D in Criminal Law and Criminal Sciences. Dr. Rohani has prominent role in the establishment of universities, research and academic centers in Afghanistan, including Avicenna University, Afghanistan Legal and Research Studies Center, Kateb University and Khatam Ul Nabiyeen University.
Dr. Rohani is one of the prominent law figures in the country, teaching at both Bachelor and Masteral degrees of Avicenna University, Kateb University, Khatamunabiyin University, Payame Noor University, National Legal Training Center of Kabul University, Judiciary Setage for Judges, Prosecutors and Lawyers through Max Plank Organization and Hamida Barmaki Organization.

Mohammad Yahya Waqar, Ph.D
Dr. Mohammad Yahya Waqar, son of Abdul Hossain was born in 1972 in Dehe Ramzi village, Jaghto District of Ghazni Province. He went to school in Ghazni Province and left Afghansitan in 1990 to continue his education abroad. Dr. Waqar has gotten his bachelor and masters degree in Management in 2006 and returned to Afghanistan in 2009. He has started his journey as academic member of Kateb University in 2009 and togher with other university lecturers founded Avicenna University in 2010 and become member for Board of Founders of the University. Dr. Waqar has returned back to Iran for his Ph.D in 2012 and completed his Ph.D in Public Administration in Iran and the title of his dissertation is “designing General Policy Model in Afghanistan”.
Ali Amiri was born in 1974 in Daikonri Province and his main area is Philosophy and Islamic Studies. He has completed his Master degree in Philosophy in Iran and currently teaching Philosophy and Islamic Studies in Avicenna University. Amiri is member of board of founders of the university and also served as acting director of the Library and Director of Publication of the University. He has written a lot of articles which are published in the national and foreign magazines and also he has delivered speechs in various seminars and academic events nationally and internationally. He has command on Farsi, Pashto, English and Arabic languages.
Amiri has published three books since 2011 and these books are “Khabe Khirad: Reflection to the Present”, “Khirade Awara: Evaluation of ups and downs of Rationality in Islamic Civilization” and “Islam: History and Culture”. Amiri has also worked on editing and publishing our grandees’ artworks, books and litratures including “Tazakor al Enqilab” and “History of Hokamay Motaqaddimin” authored by Molla Faiz Mohammad Katib Hazara and also “Orfane Jami” and “Avicenna Philosophy” authored by Mohammad Esmail Moballigh. “Remarks and Admonitions”, the popular book of Shaikh Al Rayis Avicenna is also published for the first time in Afghanistan with the correction and edition of Avicenna Publication which is a unique work in this country. Amiri’s thesis is about Wittgenstein’s philosophy with the title of “Faith in Wettgenstien’s Philosophy” where he assessed challenges of faithfulness in modern world referring to one of the pioneering western contemporary philosophies. However, the focus of his academic and research works is Islamic Studies and downfall of contemplation/reflection in Islamic World specially Afghanistan. Amiri’s attention to Islamic Studies specially Islamic Philosophy is looking at downfall of Islamic World like declining of Khirad Garayee in Muslim Societies. In his believes, we will understand current downfall only if we critically look to the past rationality. He also believes that Afghanistan is part of whole Islamic World and only overcome to the current problems of the country if we solve problems of Islamic Civilization and Culture wholistically.
Mr. Amiri is one of the most influential social and media activists who worked as member of Electoral Reform Commission established after 2014’s electoral crises in addition to his research and academic activities. This commission paved the way towards drafting and finalization of new election law and revision of election’s commissions structures.
Mozaffar Khawari, Dean of Political Science Faculty of Avicenna University
Mozaffar Khawari, son of Ali Khan was born in 1980 in Baghchar Village of Khas Oruzgan District of Oruzgan Province. He has left the country together with his family during the civil war to Pakistan and then to Iran. Mr. Khawari has completed his high school and bachelor degee in 2003 and his master degree from Tehran University in 2007 and the title of his thesis was Ethnical Identity and state instability in Afghanitan.
Mr. Khawari has returned back to Afghanistan in 2008 and started teaching at Kateb University. In addition to his academic endeavors, he has served as media focal point for the office of the second vice president of Afghanistan for five years. He is also one of the founding members of Avicenna University, member of Board of Trustees and also its secretary.
In addition to teaching and some executive roles, Mr. Khawari has written articles which are published in national and international magazines. These articles are “Nega ba Shamal” and “Feasibility of Afghanistan’s Forieng Policy” which are published in Sina Book. He is the chief editor of Sina Book for three years and he has currently the Dean of Political Sciences of Avicenna University.
